My mother took up pool aerobics because she was told it would be easier on her joints, but she never feels like she's getting a good workout and is getting frustrated. Could it be that because she's in the water, she doesn't feel like she's sweating?

This is common complaint among people who workout in pools — but your mother is getting more of a workout than she thinks she is. Here's why: The water keeps the body cool and prevents sweating, which makes people who are used to working up a sweat exercising on dry land think their pool workouts are less challenging.
An important point to remember is that when is comes to improving and maintaining your general health, any physical activity is better than none. Even if a workout doesn't feel strenuous or you aren't losing weight, you are enjoying the health benefits of exercise.
Now, if she wants to exercise more and is capable of workouts beyond the pool, I would ask her to consider adding a walking program to her routine, even if it has to be done at a slow pace. Regular walking has been shown to improve mood and reduce the risk of heart disease, diabetes, strokes, and some types of cancers. A good walking goal is 150 minutes per week at moderate pace, but once again, this is not an all-or-nothing deal. If she can't do 150 minutes, she'll get a health boost from walking as little as 75 minutes per week.
